Public facts need an accountable path.
Public statements need factual review, confidentiality and privacy review, owner acceptance and separate publication authority.
Before publication
A draft remains review material. Local implementation or an internal status report cannot grant publication approval.
After publication
Corrections, supersession and retraction should remain connected to the original public statement.
Public evidence only
Only separately approved public references may appear. Private repositories, local paths, vulnerabilities and internal manifests are excluded.
